The Job

Accountabilities:

You will have a broad range of general accountabilities, including:

  • Championing Company’s Core Values, Business Principles, Code of Conduct and the requirements of E&C Manuals.  Your aim will be to build and maintain a strong and visible commitment, at all levels of the organisation, to an ethical and compliant culture.  
  • Identify relevant E&C risks (e.g. Bribery & Corruption, Money Laundering, Trade & Sanctions, Antitrust/Competition, Data Privacy, Information Management, etc.) by conducting formal and informal risk assessments.  Also, closely follow any external E&C developments that may directly or indirectly impact Company and take action, where appropriate.
  • Mitigating those E&C risks, through a range of measures, including:
  • Developing and implementing an annual E&C programme for your areas of responsibility, as well as implementing and embedding broader E&C programme initiatives
  • Ensuring the formal E&C training programme runs smoothly, including identifying staff requiring training in each E&C programme, via automated rules wherever possible.
  • Ensuring the Code of Conduct Register is actively and properly used by staff
  • Ensuring that the Integrity Screening Service (ISS) is actively and properly used by staff and assisting in the follow up of Amber or Red ISS screenings;
  • Ensuring that the requirements in the E&C Manuals are fully understood by staff;
  • Encouraging the use of the Company Global Helpline to report incidents and reassuring staff that it is a confidential and anonymous reporting channel;
  • Assisting leaders and managers with communications to their teams on E&C matters;
  • Aligning and raising E&C standards in the oil and gas industry through interactions with relevant third parties;
  • Support Company Shareholder Representatives and Company nominated directors of non-operated ventures (NOVs) in ensuring high E&C standards in those NOVs;
  • Providing ad-hoc E&C advice, as required, to any staff member.
  • Assuring that those E&C risks have been properly mitigated, including:
  • Monitoring and reporting on E&C data (e.g. training, Code of Conduct Register, ISS, incidents, etc.) at Assurance Committees, Country Coordination Teams and Leadership Teams;
  • Supporting ABC Reviews, Code of Conduct Audits and other Audits with an E&C element conducted by Internal Audit and fully addressing any findings from such reviews and audits;
  • Supporting investigations by the Business Integrity Department and HR and advising on and supporting any consequence management and remediation actions from such investigations;
  • Providing recommendations within the SECO community to continuously improve the E&C programme;

Dimensions:

  • One of a team of 8 ECMs reporting directly to the Business Ethics & Compliance Officer for Downstream, with a  dotted line to the Upstream BCO for Up/IG matters and to the Country Chair Vietnam, who will provide country advice and direction as needed
  • Must work effectively with all other members of SECO (including other ECMs, BCOs, Central Team Members and Subject Matter Experts);
  • Must also work effectively with Company Internal Audit, the Business Integrity Department, Group Risk & Assurance, HR Learning, Finance Operations, Legal, and other functional stakeholders outside of SECO.

Special Challenges:

  • Cross-business and function support, requiring liaison with multiple businesses and functions compliance officers, particularly the Upstream BCO.

  • The successful candidate will provide support to the country chair in the execution of their E&C responsibilities in country.

Your Skills and Experience

Experience and Qualifications Required:

  • Experience working for or in one or more of the businesses;
  • Experience of working as part of a global, virtual and/or diverse team;
  • Experience of risk management, compliance programmes, controls, audit and/or assurance;
  • Proven record of continuous improvement and project management; 
  • Experience working in dynamic, ambiguous and pressured environments requiring personal integrity, courage, independence and resilience;
  • Demonstrated strong communication and influencing skills and the ability to rapidly build and maintain trust;
  • Legal background would be an advantage, but is not essential.
  • Fluency in Vietnamese

Key Competencies Required:

  • Explain clearly ethics and compliance risks, develop sound mitigation strategies and find acceptable commercial solutions without compromising on ethics and compliance
  • Planning and prioritization in implementation of E&C focus areas
  • Adept at improving E&C program effectiveness through the application of systems/processes, interpretation of Management Information and seeking continuous improvement opportunities
  • Builds and maintains effective working relationships with Company leaders to support E&C delivery and create business value
  • Design and implement interventions to change behaviours at the individual, interpersonal, group/team, and B/F levels
  • Understand, develop and apply E&C policies/processes and understand their impact on the business.          
  • Coach others on behaviours and actions to support change
  • Anticipate and remove barriers, and hold others to account for delivery
  • Communicate effectively virtually and across boundaries
  • Apply balanced judgement in sensitive areas, on difficult issues and in a commercial context
  • Analytical, action orientated and problem solving focused
  • Resilience and personal courage
  • Fluency in the English language, both spoken and written
