The Job

JOB PURPOSE:

To lead Human Resource Department to drive the resource strategy and operating plan for the company including 

  • People resource planning: recruitment, motivation, and retention (including outsourced manpower strategy) 
  • Employees capability and competency development 
  • Building the organisation foundation including  policies, processes to support high performance culture development
  • Building a world-class engagement strategy and infrastructure and ensuring flawless execution

MAJOR ACTIVITIES

  • To lead / participate the manpower planning or pipeline for short- and long-term with Head of Departments (HoDs).
  • To define the strategy for recruitment via internal and external advertisement, engagement with hiring agencies or universities and other partners
  • To lead the appropriate recruitment process to ensure the ‘best fit’ candidates on board at the expected timing for internal customers
  • To lead / participate the manpower outsourcing strategy based on the needs of departments | companies in line with best practice of the market and ensuring legal compliance
  • To ensure the recruited manpower are oriented with quality induction, training and initial coaching to get traction quickly and deliver performance immediately
  • To update the recruitment situation to Management Team or Regional HTL, develop and discuss solutions with GDs, HoDs to get right person on board timely 
  • To lead the renovation efforts for Job Descriptions (JDs), and  a system for annual job grades (JGs) or promotion decisions
  • To benchmark the compensation & benefits (C&B) in the market in comparable industries and propose innovative, attractive C&B for the employees at all levels
  • To plan and manage the manpower budget based on approved compensation and benefits 
  • To manage the implementation of the benefits and welfare programmes, including establishing efficient procedures for effective and efficient administration within a SAP-environment
  • To harmonize the internal incentives and bonus schemes (i.e. sales teams), roll out  initiatives to take care of staff emotional well-being and provide counselling to staff
  • To involve and manage the payroll – underpinning the approved strategy
  • To lead Administration and provide policies, guidelines, advices for all departments to ensure the efficiency and compliance in all activities (travelling, car rental, meeting rooms…)
  • To check and report the actual implementation or compliance under the administration  function
  • To conduct training needs analysis together with HODs to address the identified gaps across the 5-Year Plan
  • To work with HoDs, line managers to identify employees’ functional/ technical skills and leadership competency gaps.
  • To work with General Director to propose programs, courses or workshops conducted by 3rd party service providers and approved vendors for relevant staff training – for critical courses with approved budget
  • To work with General Director and HoDs to conduct internal training courses to meet the training needs of the organisation
  • To capture and address performance management issues with non-performers as highlighted by respective HoDs, line managers with innovative solutions
  • To develop and rollout a disciplined coaching program to line managers on the agreed developmental actions
  • To build long term Organisation Capability program for the company to attain the goal of a High Performance Company at a world-class level 
  • To build the individual objectives setting system based on the company and departments’ annual Operating Plan. Ensure personal SMART objectives and KPIs are trained and developed to / by individuals
  • To set the process to provide the frequent feedback and review the performance vs. targets. Record Strength and Weakness for improvement and development
  • To build a robust appraisal process to evaluate the employee’s annual performance based on actual deliveries vs. targets, behaviour, leadership and compliance with the company’s policies or values
  • To set the evaluation panel to ensure all employees to receive fair and precise feedback from relevant departments or colleagues for continuous improvement
  • To set the annual performance tight up with incentive or bonus | reward system of the company      
  • To lead in the development of programmes to engage staff from ground floor to top management, from departments to each other
  • To engage the employees on a continual basis through developed engagement programs: Town Hall Meeting, Team Building Programs and others, and a range of innovative new initiatives.
  • Run regular surveys to get feedback from employees to measure the engagement score frequently
  • Benchmark engagement with other companies in the same industry to seek opportunity for improvement internally and ensure a world-class competitive and dynamic working environment
  • Roll out, reinforce and frequent bolster company programs (Company values, code of conducts, employee hand-book etc.) to ensure employees act and perform based on a commonly understood foundation, and increase the pride and engagement of employees with the company.
  • To provide advice and guidance to managers and staff on all relevant labour and employment laws and statutory regulations
  • To provide counselling support to General Director, HoDs, line managers and employees where necessary for mediation of issues

Your Skills and Experience

EDUCATIONAL QUALIFICATIONS

  • Minimum Bachelor’s Degree

RELEVANT EXPERIENCE

  • Minimum of 3-5 year experience in leading HR Department in a Company environment and similar industry with the same size or complexity
  • Knowledge of local labour and employment laws/practices is preferred
  • Training delivery is the MUST
  • Leading and delivering high performance HR function in support of a high-growth, long-term Business Plan
  • Proficient with MS Office tools such as Word, PowerPoint and Excel
